District of Columbia Payroll Requirements
The District of Columbia is a separate payroll jurisdiction with its own income tax withholding, its own unemployment insurance system, and its own paid leave program. It is not covered by a Maryland or Virginia registration, which is the single most common mistake employers in the DC metro area make. A company headquartered in Bethesda or Arlington that hires one person working in the District has acquired a new withholding obligation, not an extension of an existing one.
DC income tax withholding is administered by the DC Office of Tax and Revenue, with employees completing Form D-4 for District withholding. Unemployment insurance is administered by the DC Department of Employment Services, with experience-rated employer contributions and quarterly wage reporting. The District also operates a Universal Paid Leave program funded by an employer-paid payroll tax on covered wages, which is a genuinely separate filing from both income tax withholding and unemployment insurance.
Residency adds a second layer. DC has reciprocity arrangements affecting how nonresident employees are treated, and the interaction between where an employee lives and where they physically work determines which jurisdiction gets the withholding. In a metro area where crossing a state line is a fifteen minute commute, that distinction affects a meaningful share of the workforce and it changes whenever someone moves.
