Payroll carries statutory deadlines and penalties that the rest of bookkeeping does not, and a candidate who has run payroll for fifty people has demonstrated something a candidate who has only entered invoices has not. If payroll is in scope, say so and screen for it.
These are the two things that most often turn out to be nobody’s job. Contractor reporting and multistate sales tax registration both sit awkwardly between the bookkeeper and the outside accountant, and in small companies the honest answer is frequently that neither has been doing them properly. Deciding who owns them before the hire is cheaper than discovering it afterwards.
