What A Senior Executive Search Costs Either Way

Design authority. Not budget, not headcount, but the final technical judgement on whether something is safe and correct to release, and the willingness to put their name to it. In organisations that issue sealed work, this is usually the person who does the sealing or who decides who may.
Not everywhere. Illinois runs a separate Structural Engineering Act, and the state regulator states that a professional engineer in Illinois cannot offer or perform any structural services, that only an Illinois licensed structural engineer can, and that there is no cross-over between the two licensures. Assuming a PE covers structural work is a jurisdictional mistake with real consequences.
No. The Illinois regulator states explicitly that the Structural Engineering Practice Act has no exemptions in terms of industrial, railroad or manufacture, as there are in the Professional Engineering Practice Act. That is unusual and it is exactly the sort of detail a chief engineer is expected to already know about the states they operate in.
It stacks on top of the PE. Washington requires an applicant to be currently licensed as a professional engineer in the state, to have at least two years of progressive structural engineering experience in addition to the eight years required for professional engineer registration, and to pass a board approved structural exam.
NCEES describes a computer-based exam with two components, vertical and lateral, each containing a breadth section and a depth section. The sections are taken separately at different times and receive independent results, acceptable results are needed on both components to pass, and once a component is passed those results do not expire.
NCEES states that the PE Structural breadth sections are administered year-round and each depth section is administered twice a year, with a $350 exam fee payable to NCEES for each breadth and depth section. A candidate mid-way through the components is a real and common situation, and it is worth asking about directly.
No, and NCEES says so. NCEES considers the Structural exam to be a Principles and Practice of Engineering exam, but notes that not all jurisdictions accept it as such and that examinees should check with their licensing board directly. That variation is the argument for scoping the state before the search rather than after.
