Retail Businesses: Payroll Setup Guide (2026)
Setting up retail business payroll means the standard registrations, an EIN, state withholding and unemployment accounts, new hire reporting, plus the retail business specifics: pay codes for high turnover and new-hire volume and multi-location payroll and a documented classification for sales associates and cashiers. BEG: $45 per employee per month inside the payroll software you already use, live in 3 to 5 days.

Step 1: accounts and registrations
Every retail business starts with an EIN, a withholding account in each state where someone works (unless that state has no wage tax), an unemployment insurance account in each of those states, and access to each state's new hire directory. New employers deposit federal employment taxes monthly during the first calendar year because there is no lookback period yet.
Step 2: classify sales associates and cashiers before the first check
A store manager or assistant manager qualifies for the executive exemption only if paid on a salary basis at the standard salary level, has a primary duty of managing the enterprise or a recognized department, customarily and regularly directs the work of two or more full-time employees or their equivalent, and has authority to hire or fire or has hiring and firing recommendations given particular weight.
Step 3: build the retail business pay codes
High turnover and new-hire volume, multi-location payroll, seasonal overtime spikes and tipped employee tracking each become a pay code with its own taxability and overtime treatment. Building them before the first run is cheaper than correcting a quarter of 941s afterward.
A seasonal employer that pays no wages in some quarters does not have to file Form 941 for those quarters, but it must check the Seasonal employer box on Form 941, line 18, on every Form 941 it files. Otherwise the IRS expects a return for each quarter.
Step 4: set the records up to be kept
An employer relying on the section 7(i) exemption must keep accurate records of hours worked each workday and workweek and of earnings and wages paid, and must select a representative period of at least one month but not more than one year to test whether commissions exceed half of the employee's earnings. Without hours and earnings records the employer cannot substantiate the exemption.
Before taking a tip credit, an employer must inform tipped employees of the direct cash wage being paid (at least $2.13 per hour), the amount claimed as a tip credit (not more than $5.12), that the credit cannot exceed tips actually received, and that tips are retained by the employee except under a valid tip pool.
